Local vocational training fund – is the new approach to the multi-source financing and the new approach for the vocational education governance in the Kyrgyz Republic. The frequent question is address a lot lately: If governance of the vocational education and its sufficient financing is needed? Therefore financing and quality governance of the vocational training in the KR is a core issue. Although, central government understands that vocational education system needs to be reformed, strategic approach for solving the financing situation and relevancy of the training that would fit to the market economy demand stays vital.

The project of Vocational Education in rural areas (A-STAR) ( till 2008 called – the Project of Agricultural and Rural Vocational Education) puts all its efforts to provide the stability by creating social foundations such as “KOJO - Local Agencies of Vocational Training”, which through the joint mechanism cover all operational costs during the 16 month course “Farmer – entrepreneur” . Additionally the students during their learning practice acquire the skills which are necessary in farming and receive micro credits to implement their business projects.
